The Free RPers' Guild was a group established to let members know about upcoming RP arcs. Essentially, a member could send a message to everyone else in the group saying that he/she was planning a storyline, thus enabling others to get involved.
Other ideas such as the OOC threads and the Player's Guild took over from this guild, and it essentially became defunct after a very short period.
